A simple, clean job for a chippie - if the skirtings come off easily.
The wooden fixings behind may come detached so the chippie will have to re-fix these - an extra. Plaster/wall may come away when the skirtings are removed.
Making good on walls that are papered can prove costly. Even on painted walls, it could result in the whole room being repainted so as not to see where the damage was patched.
